Our team includes bus and motor coach industry professionals, including Lawrence Hughes, who recently joined our firm as Special Counsel with more than four decades of legal, policy, and planning experience for intercity and local transit bus operations. Our diverse services include:
- Interacting with FMCSA, FTA, STB, and state/local transportation departments and public utility commissions;
- Advising on operating authorities and other permissions (e.g., bus stops, service and revenue pooling, acquisition of control) for motor carriers and their brokers;
- Drafting RFPs, preparing RFP responses, transportation service and subcontracting agreements;
- Complying with general transportation obligations (e.g., M/WBE, drug and alcohol, ADA, FMCSRs);
- Complying with FTA-specific obligations (e.g., triennial reviews, NTD, Title VI and LEP programs, DBE, Buy America, third-party procurement, section 13(c) labor protections, reduced fare, complementary paratransit, Altoona testing);
- Drafting lease and interchange agreements;
- Pursuing unfair competition claims with respect to charter, school bus, and other bus operations;
- Pursuing use of public transit facilities and other private sector participation claims;
- Operations planning (e.g., routes and schedules, COAs) and marketing (e.g., maps, timetables);
- Establishing policy (e.g., fares, geographic and temporal service policy, loading guidelines);
- Advising on emerging legal issues (e.g., proof-of-payment enforcement, first amendment activities, passenger searches);
- Drafting legislative testimony, judicial amicus briefs, and white papers in support passenger transportation policies and positions.
